Covert Actions within the United States Intelligence Community: Over the course of the last one hundred years the United States has developed an extremely effective intelligence community. This evolution was a long and often challenging process which relied on continuous adaptability, technological innovation and careful planning. What began as an amateurish collection of dedicated but relatively inexperienced intelligence officers prior to the Second World War steadily progressed into an effective community capable of defending the United States’ interests throughout the world. In many ways, this transition relied heavily on the covert actions of a select few within the Central Intelligence Agency. Beginning life as the Office of Strategic Services during World War Two, the CIA would arguably become one of the world’s premier intelligence organizations. At the time of its formal and legal establishment in 1947, the CIA was an unconventional and perhaps even brash agency, with a reputation for thinking outside the box. This characteristic would come to define the burgeoning agency; however, its wild nature would also emerge as a challenge for American executives and would arguably come to threaten the agency’s very existence. Among the most contentious elements of the CIA’s operational history has been its covert use of foreign assets who had previously been hostile to the United States. The CIA’s inherent proclivity for unconventional operations and its utilization of nefarious elements to carry out strategic security policies has at times been very effective. However, in many cases the CIA’s covert activities, while initially beneficial, have created long-term strategic challenges for the United States’ national security.
